Hajj is one of the pillars of Islam with which Allaah sent Muhammad and without which a person's religious commitment is incomplete. The conditions of Hajj being obligatory are five:

1 - Being Muslim, the opposite of which is being a kaafir. The kaafir is not obliged to do Hajj, rather if a kaafir were to do Hajj, it would not be accepted from him.

2 - Being an adult. If a person has not yet reached the age of puberty, Hajj is not obligatory for him. If he does Hajj it is valid and counts as a voluntary Hajj, and when he reaches adulthood he must do the obligatory Hajj, because Hajj before puberty does not fulfil the obligation.

3 - Being of sound mind, the opposite of which is insanity. The one who is insane is not obliged to do Hajj, and Hajj cannot be done on his behalf.

4 - Being free. A slave is not obliged to perform Hajj, but if he does Hajj it is valid and counts as a voluntary Hajj. If he is set free, it is obligatory for him to perform the obligatory Hajj, because Hajj done before being set free does not fulfil the obligation. Some of the scholars said that if a slave performs Hajj with the permission of his master, this is valid and he does not have to repeat it. This view is more correct.

5 - Being able, financially and physically. In the case of a woman, this includes having a mahram. If she does not have a mahram, then she is not obliged to do Hajj. End quote.

Performing Hajj is obligatory on each Muslim man and woman provided:

1. He/she has attained to age of youth.

2. He/she is sane minded, not a lunatic.

3. He/she can afford the expenses of travelling, boarding and lodging.

4. The pilgrim has suuficient means of sustenance for the memers of is family-wife, children and dependents.

5. The pilgrim is in good health to perform the rituals of hajj.

6. The expenses are earned throught Halal (Lawful) means. Almighty Allah does not require hajj or any other act of charity made in His name with the money earned by Haraam means. Any act of prayer or charity done with Haram Money earns the displeasure of Almighty Allah Karim.

7. The persons who earn money through Haram or doubtful means cant hide from Almighty Allah. The money lenders, usereres, corrupt people should avoid performing Hajj.

Also, all Non-Muslims are explicitly prevented from performing Hajj as Mecca is a city forbidden for Non-Muslims to access.

Children, lunatics, and poor people who cant afford the expenses are excused from Hajj till their handicap is over. As soon as a poor person gets expenses he must perform Hajj. Children when come of age should perform Hajj. Similarly if a lunatic or ill person gets well, he should also perform Hajj. Pregnancy definitely comes to an end. This is no excuse. Hajj should be performed during youth. If a man purposefuly does not perform Hajj even if he can afford the expenses commits sin. Why should one wait for old age and illness? Marriage of daughters or sons is no excuse.

Mostly the sick are excused from keeping fast but they have to keep fast for the days hey missed the fast. Children, women in their particular days. An old man who is too old to keep fast.
