Only the legislature can write or rewrite a law. The courts can interpret the law to fill in details and resolve conflicts with other laws, and can also or block enforcement of all or part of most laws if found to be unconstitutional. The US Congress has to power to declare all or part of a law not to be subject to judicial review. The constitution confers that power giving the legislature the final word if it so chooses because the judiciary are not the elected representatives of the people. Recognizing the useful role of the courts, Congress has only rarely attached the clause to any piece of Legislation.

A synonym for "to change" is to "alter" something. The noun is alteration. Because of the new election rules, our club needs to alter its by-laws. I have promised to make those alterations by next week.
The current laws themselves are fairly clear: the creator has the exclusive right to copy, alter, distribute, or perform the work. The issue is whether those laws are respected and enforced.
A legislative government, typically found in democratic systems, has the authority to create, alter, and repeal laws. This power is usually vested in a parliament or congress, which consists of elected representatives. In some cases, executive branches may also have the ability to influence or enact laws through executive orders, but the primary legislative authority resides with the legislative body. Additionally, in some systems, referendums allow citizens to directly vote on specific laws, further involving the public in the legislative process.
"It's not only a good idea...It's the LAW!" LOL.
Retroactive criminal laws that criminalize an action that was not illegal when committed. Laws that increase the punishment for a crime after it has been committed. Laws that change the rules of evidence required for conviction after the crime has been committed. Laws that alter the legal consequences of an action that was lawful when performed.
The laws for emancipation vary between states, however, just being pregnant does not alter any existing laws. In other words, no special status is given to a teenager just because she is pregnant ... the laws still apply to you or anyone else.
I would like to alter this suit coat. Do not alter your course of action.
A homophone for alter is altar.
The prefix for "alter" is "re-".
