Any Jewish male over the age of twelve years, without a really gross physical deformity or a non-Jewish spouse. Two ideas to notice: 1). Nothing in the synagogue worship requires a rabbi. 2). The leader is not required to have been "bar-mitzvahed" if you'll pardon the expression, but only to be of a mature age, i.e. 13 or older.
