If you are unable to keep your rottweiler contact the nearest SPCA, most places will take them. In the UK we have rottweiler rescue centres, I'm not sure how it works in other countries, but if they do have a rescue center that is probably the way to go.
You could take it to the nearest dog re-homing centre or to a rottweiler rescue centre.
It can take up to three years.
Take it to the Vet as soon as possible.

There are over 56 Rottweiler rescue groups in the Northeast. There is so many homes for these dogs. These places take in dogs that don't have anywhere to go and they find someone to help take care and love them.
