Hair is composed almost entirely of a protein called keratin, which is a very stable compound, and one that is not easily digested by the various decay organisms which normally make it difficult for organic matter to survive for 29 years. As for the lingering odor, perhaps the ponytail in question was stored in an air-tight container. Odors can be very persistent, sometimes surprisingly so.
