HST operations are controlled by the Space Telescope Science Institute on the Johns Hopkins campus in Columbia, MD. Observation time is requested and approved by STSI, and is given primarily to scientists who belong to the countries involved in HST's funding and construction.

Small amounts of time (donated by the STSI Director as part of his own discretionary use) has been allocated for amateur astronomers as well, though they still must present a proposal for consideration/scheduling like everyone else.

Not rent per se, but civilians can request and be granted observation time, though it's very limited. Most HST observation time is granted in advance to Astrophysics and Astronomy teams based on submitted proposals, as well as their association with countries that helped build and maintain HST. However, the Space Telescope Science Institute (the unit that controls HST and its observations here in Maryland at Johns Hopkins) Director has 10% of "Director's Discretionary (DD) allocation time" for HST observations. The Director on occasion does grant use to civilians, though they must go through the same submission procedure as any scientist would, and any submission must clearly justify use of HST. Why did the Hubble Telescope need an extra solar panel?

HST didn't get extra panels; the original arrays were replaced during HST Servicing Mission 2 in 1997, due to extreme warping of the arrays caused by thermal changes in space as HST moved through the Earth's terminator (the point in orbit where night becomes day, and day becomes night) every 97 minutes. The replacement arrays were themselves replaced on one of the last 2 servicing missions, to ensure power for as long as possible until HST is brought down in the next few years.
