Nobody ever controlled the whole of Europe, not even the Romans. They controlled continental Western Europe up to the River Rhine and southern Germany, England and Wales and the Balkan Peninsula in south-eastern Europe. The first people to be in control of most of continental Western Europe after the fall of the western part of the Roman Empire were the franks when their king established what historians have called the Carolingian Empire.

Western Europe had been falling into decay. People had forgotten the knowledge of the Greeks and Romans. The Franks had become barbarians and neglected education and Christianity.

When the western Roman empire collapsed in 476 AD, the unifying force for most of Europe was gone. Along with the loss of the government, much of the engineering abilities and modern amenities were also lost. The Barbarians of Europe did not, for the most part, have the abilities or knowledge to build roads, aqueducts or the other marvels of the Roman Empire, which is why the period immediately after Rome's collapse is often referred to as the "Dark Ages".
