If it's say, the Catholic church, it would be the Pope (Pope Francis in this case), whereas if it was the Anglican church, it would be the King or Queen of England (currently Elizabeth II).

However, regardless of whatever Church you're wondering about, there are others who, although not the head of the Church, do have considerable power, e.g. Archbishops, deacons, etc.
