Hoover was solid but not flashy. He had the misfortune of being in office when the US stock market crashed. He was not an outstanding speech maker or coiner of slogans and he was not a politician.
Well, Hoover was in office when the Great depression developed, 1929 - 1931, but if we're going to blame individuals for global financial disasters, we have to look too at Coolidge as well. Hoover didn't fix it, but he only took the office in March of '29. Hoover was also president October 1929 when the stock market crashed, but it's high unlikely (impossible) that anything he did lead to the crisis.
