As long as the video is in dvr-ms format, you can import and edit the TV series material in Windows Movie Maker.
The step is Publishing (or Finish the Movie in the 2.1 version).

First you have to Publish/Finish the movie in Windows Movie Maker. Once that is done (and you've created a wmv file) you can burn it to DVD using your DVD Maker.
