If you refer to air traffic control (ATC), a group of people known as the International Commision for Air Navigation (ICAN) designed some General Rules for Air Traffic in 1919.

Since that time there has been both an increase of Air Traffic and an increase of ways to ensure all aircraft up in the air can safely move from one place to the other.

Part of Air Traffic Control has been the establishment of airfield based ploting of air movements and ways such as radio for keeping aircraft from crashing.
