The Roman state was said to have been created by Romulus (the founder of the city and its first king) in 753 BC. He became the ruler of the Palatine Hill. The foundation of the Roman state was the unification of separate settlements on what were to become the Seven Hills of Rome (the Palatine, Capitoline, Caelian, Esquiline, Viminal and Quirinal hills) under the rule of Romulus.
