At a guess, I suspect they're taking advantage of the fact that some small percentage of "wishes" will, by coincidence, come true, and hoping that people will donate money for "making" their wish come true. The number of wishes left counts down when people write in and say they came true, so you're seeing only the hits, with no idea what the (undoubtedly much larger) number of misses was. This is a pretty common trick.
