Not who you think. Acutally a man by the name of Tim Patterson had an operating called QDOS. Bill Gates bought it from him for use on the IBM http://inventors.about.com/library/weekly/aa033099.htm

MS-DOS originated as 86-DOS which was written by Tim Paterson of Seattle Computer Products. It was bought by Microsoft in 1981 and modified to match the specifications written by IBM for the first IBM PC.
