Committees
It is Article One of the United States Constitution that deals mostly with Congress. In the U.S., the Congress is a bicameral legislature.
They divide up into committees based on the topics of most of the bills they deal with. Each bill goes to the committee that deals with the topic of the bill, and the committee refines or reworks the wording and content of the bill before it goes to the floor for debate.

Congressional is anything that deals with or is related the US congress. Congress is composed of the US Senate and the House of Representatives.
There are no $200 bills. But Seriously, Its either 100 $2 or 40 $5, and I assume only the Mint deals with that many $2 bills.
Thousands of different kinds of bills were printed during and immediately after the Revolutionary War. Without more information it's not possible to make an evaluation. Committee chair positions and membership of important committees is made on a seniority basis.
