Seemingly, it was the Church that did this. However, in Luke chapter 2, verse 7-8, it tells you that shepherds were watching their flock at that time. In December, the conditions were too harsh for shepherds to be watching their flock; that's common sense! Even in Luke chapter 2, verses 1-4 Jesus' parents took him to Bethlehem to register in a Roman census, and as said before, conditions were too harsh for everybody to travel in December! Whoever believes that Jesus was born on this specific date never looked through the details and actually read The Bible itself.

No one can ''choose" when christ was born, but it definitely wasn't on December 25. He must have been born in warm times not winter time. The early Roman Catholic church chose December 25 for Christmas, which means Christ Mass.

December 25th was chosen to replace the pagan celebration of the winter solstice.

Just as December 21, the winter solstice, is the darkest and shortest day of the year,

Christ's birth is the dawn of the heavenly light that drives out the darkness of our souls

as we turn to, believe in and trust in Him only to save us from our lost and sinful condition.

The encyclopedia Americana informs us: "The reason for establishing December 25 as christmas is somewhat obscure, but it is usually held that day was chosen to correspond to pagan festivals that took place around the time of the winter solstice, when the days began to lengthen, to celebrate the 'rebirth of the sun'. The Roman Saturnalia ( a festival dedicated to Saturn, the god of agriculture, and to the renewed power of the sun), also took place at this time, and some Christmas customs are thought to be rooted in this ancient pagan celebration." (1977, vol.6, p.666)

There is no authoritative figure who claimed to have established that Jesus was really born on the 25th of December. This was traditionally the birth date of the sun god, just after the winter solstice and was a popular festival in Roman imperial times. The Christian emperors of the fourth century wanted to divert attention away from pagan festivals to the emerging Christian religion. Emperor Theodosius officially declared 25th December as the birth date for Jesus and expected that citizens of the empire would devote this day to worship of Jesus.
