Western Costume Company says that they did. And as part of commemoration of the film's 50th anniversary, the Company was granted sole authorization to make Ruby Slipper reproductions. The commemorative slippers were very very close to being identical to the original slippers of 1939. It's possible that at least seven pairs of the slippers were made, for the movie. Four are accounted for. One is on permanent exhibition at the National Museum of American History in D.C. The other three are owned by private collectors Philip Samuels and David Elkouby. These four started out as white silk pumps from the Innes Shoe Company. In addition, two other pairs of Ruby Slippers were made for, but never used in, the film. One is a curled toe pair owned by actress Mary Frances ka Debbie Reynolds [b. April 1, 1932]. The other is a curled toe pair owned by Richard Thorpe [February 24, 1896-May 1, 1991].
