In Homer's romantic poem The Odyssey, Ulysses was provided with the means to build a raft by the sea-nymph Calypso. We are then simply told that when in sight of land a storm arose. It is not specified if this is supposed to be directly at the hands of one of the Gods or not.

In Greek mythology Poseidon was the god of the sea and Aeolus the god of wind. It is unlikely that Aeolus was responsible for he had already met Ulysses previously and aided him. So ifanyone was responsible it was likely Poseidon but I do not think that this is actually implied.
