It was to his own side, as he had no power over the Southern slave-states. And it did not forbid slavery in the slaves-states that had voted against joining the Confederacy.
On another level, it was meant to be noticed by the British and French, announcing that this was now a war against slavery, and that those who supported the Confederacy were seen to be actively supporting slavery.

The Emanicipation Proclamation was a set of 2 executive orders, written and issued by President Lincoln. It was never read as a speech, to the public at large. He did read it and review it with his cabinet in July of 1862.
