How was Cleopatra as a leader?

Unfortunately for her and for Egypt, Cleopatra was not a very good leader. She inherited a weak but wealthy country which, at least in Alexandria, did not want her as their queen. It was only through the intervention of Julius Caesar that she reigned. She needed the Roman troops Caesar left in Egypt to keep her on the throne and after Caesar's death, she had to ally herself with Marc Antony in order to prevent a Roman takeover. She needed the support and good will of powerful Romans in order to keep her position as she had no army or neighboring allies who could or would help her.

Why did Cleopatra become alliances with roman rulers?

She loved Ceaser --- possibly. However Cleopatra made the mistake of trying to ally herself with the Roman rulers or the Roman strongmen that she came in contact with. She thought that this was a way to preserve her dynasty and her kingdom's independence as she was militarily weak and knew very well that Egypt would never be able to fend off a Roman attack.
