There are two ways of answering this question - they are concerned with:
1. Rising from the dead to a human form again - i.e. the resuscitation of a dead corpse to a living human that would one day die again.
2. Resurrection in its true sense - the rising to life of a corpse, not as a human being but as a glorified physical and immortal existence.
1. Resuscitation of a corpse to human form:
Answer
No, indeed.
John's gospel chapter 11 vs 38 - 45 relates the incident in which Jesus raises Lazarus from the dead despite having been "dead four days."
In Mark 5 Vs 35 - 42 we see Jesus responding to a plea for help from the chief of a synagogue to help his sick daughter. On the way to see the girl, Jesus is informed that she has already died. However, to the consternation of the grieving family and crowd Jesus enters the house, took the girl's hand and commanded her to rise. She immediately rose to the astonishment of all gathered there.
Others rose from the dead before him
1 Samuel 28:11, 14 Then said the woman, Whom shall I bring up unto thee? And he said, Bring me up Samuel .... And he said unto her, What form is he of? And she said, An old man cometh up; and he is covered with a mantle. And Saul perceived that it was Samuel.

2 Kings 4:32-35 And when Elisha was come into the house, behold, the child was dead, and laid upon his bed. He went in therefore, and shut the door upon them twain, and prayed unto the LORD. And he went up, and lay upon the child, and put his mouth upon his mouth, and his eyes upon his eyes, and his hands upon his hands: and stretched himself upon the child; and the flesh of the child waxed warm. Then he returned, and walked in the house to and fro; and went up, and stretched himself upon him: and the child sneezed seven times.
2 Kings 13:21 And it came to pass, as they were burying a man, that, behold, they spied a band of men; and they cast the man into the sepulchre of Elisha: and when the man was let down, and touched the bones of Elisha, he revived, and stood up on his feet.
Matthew 9:23-25 And when Jesus came into the ruler's house, and saw the minstrels and the people making a noise, He said unto them, Give place: for the maid is not dead, but sleepeth. And they laughed him to scorn. But when the people were put forth, he went in, and took her by the hand, and the maid arose.
Luke 7:12-15 Now when he came nigh to the gate of the city, behold, there was a dead man carried out, the only son of his mother, and she was a widow: and much people of the city was with her. And when the Lord saw her, he had compassion on her, and said unto her, Weep not. And he came and touched the bier: and they that bare him stood still. And he said, Young man, I say unto thee, Arise. John 11:43 And when he thus had spoken, he cried with a loud voice, Lazarus, come forth.
2. Resurrection in its true sense
Answer
Yes, Jesus was the first person to resurrect.
All the people above whom Jesus rose from the dead lived as humans and then, afterwards died as do we all. In other words, Jesus resuscitated a corpse to a normal human again. However at jesus' resurrection this was anything but a resuscitation of a corpse. This involved bodiliy resurrection to a glorious body that could materialise and dematerialise at will and yet could eat as a normal body. In this way Jesus was the first to be resurrected. Paul testifies to this in many of his letters. Thus, by his glorious resurrection jesus is leading the way for all those who believe in him to be with him... in glory.
Answer
Jesus Christ is the only man, so far, to be raised from the dead, IMMORTAL. The rest of God's children will be "reborn" in their order:
"...But now is Christ risen from the dead, and become the firstfruits of them that slept (died)... for as in Adam all die, even so in Christ shall all be made alive. But every man in his own order: CHRIST THE FIRSTFRUITS; afterward they that are Christ's AT HIS COMING." (ICor.15:20-23)
"... the dead shall be raised incorruptible, and WE SHALL BE CHANGED. For this corruptible MUST PUT ON INCORRUPTION, and this mortal MUST PUT ON IMMORTALITY." (I Cor.15:52-53)
Jesus raised from the dead 3 people:
1. The only son of a widow from Nain (Luke 7:11-14)
2. The daughter of the religious leader Jairus (Mark 5:22-43)
3. Lazarus (John 11:1-44)
If we pay attention to Jesus, and not other people, we find that the daughter of Jairus was not dead, but asleep.
No, Jesus was not the first to be recorded as rising from the dead. Many ancient gods were said to have risen from the dead, particularly sun-gods. One example is Tammuz, for whom Ezekiel 8:14 describes women in the Temple of Jerusalem 'weeping for Tammuz'.

Jesus did not resurrect anybody yet, when he was on earth he raised the dead. In the gospel accounts there are three persons that are revived - Jairus' daughter in Luke 8:41-56, widow's son in Luke 7:12-16 and Lazarus in John 11:1-44.All of the people ever raised from the dead, either by Jesus or the apostles have died since. The only person that is resurrected today is the Lord Jesus himself, all others are still awaiting their turn.
Answer No but he will come to this world before it ends.
