Queen Elizabeth I first gave Sir Humphrey Gilbert (drowned in 1583) permission to establish an English settlement in Newfoundland. Since he died in the attempt, the queen then gave his half-brother, Sir Walter Raleigh, the charter. He established the settlement of Roanoke Colony in present day North Carolina which later became known as the "Lost Colony".

The first colony authorized by Queen Elisabeth was "Roanoke" founded and supported by Sir Walter Ralegh, who was never given an offical seal or document from Queen Elisabeth but was given verbal consent to go and attempt to settle America. (America Past and Present Volume 1, Divine 2010)

Well, the main reason why Queen Elizabeth I of England would start colonies is to expand her umpire or to own more land or even simply to make England more rich and afluent looking in comparison to other countries, kingdoms, and continents!

His favorite activity was to sit in the Pacific waiting for the Spanish ships to come and then raid them. She wasn't really interested very much in establishing colonies so not much was done until the 1600's in founding colonies.
