William Penn was an English real estate entrepreneur and founder of Pennsylvania. He had very cordial relations with native Americans like Lenape Indians. He respected their culture and had never tried to displace them from their native lands.
Penn wanted his colony to be a model to the rest of the world. The Quakers who moved there would be able to live simple lives. Penn thought it was important for the settlers in Pennsylvania to have a religious freedom. He also believed the colony should have a fair government. Penn set up the government himself. It was much like a democracy, where the people made decisions by voting.
William Penn believed in religious tolerance, representative government, and diversity. Everyone should have the right to practice their faith, he did not want government to rule the people, and he invited people from all over to move to Pennsylvania and established a very diverse colony.

So he basicly gave him a grant to find land so he would escape persicution. Then have a place for religious freedom.
The reason why William Penn wanted people to come to Pennsylvania was because there wasn't anymore land in New England and because he wanted a safe haven for religious people who were facing persecution.
To have a concentric town center and allow for agricultural use not to segement the community from each other as in a grid like system.
