The Romans.

There was a group called the Zealots who wanted to overthrow the Romans, violently if necessary. They hoped that the Messiah would turn out to be a Zealot leader.

There were probably also a few people, e.g. certain Pharisees, who hoped he would overthrow the Herodians.
