He was the Kaiser ("Emperor") of Austria-Hungary, therefore, its ruler. His only son, Prince Rudolf, had an affair with a woman that Franz Josef disapproved of, and rather than end the affair, Rudolf killed the woman and himself. With his death, the new heir to the Austro-Hungarian throne became the son of Franz Josef's younger brother, Archduke Franz Ferdinand- who Franz Josef hated.Franz Ferdinand's assassination was the final catalyst that started the war. When the assassination happened, Franz Josef was on vacation. So the negotiations and subsequent war declarations largely happened without his involvement- his ministers and generals dealt with it instead. Additionally, when the war finally started, he was almost 84 years old- he was a very old man, and was generally unable to run the war.He died in 1916, halfway through the war. One of the grandsons of his younger brother became the new emperor, Emperor Karl I. Karl would wind up being the last emperor, as the empire collapsed in 1918 just before the war ended.
The Austro-Hungarian Empire, which was dissolved following World War I, was led by Emperor Franz Josef I. By the time the war started, Franz Josel was in his eighties, so his military forces were led by General von Hotzendorf until by General von Hötzendorf. When Emperor Franz Josef died in 1916 and Emperor Karl I succeeded to the throne, he took over as leader of the army and navy.
