Galileo published Sidereus Nuncius in March 1610, in which he details his observations of the four large Jovian moons. Therefore the observations he made would have occurred some time earlier in 1610, or perhaps late in 1609. My best guess is that his discovery occurred some time between 8:00 pm and 11:00 pm in the evening.

Because he used a telescope (he was the first person to look at astronomical bodies with a telescope), and because he noted what he saw and was therefore able to discern that the objects he saw had moved and could not therefore be stars.

The first sighting was in 1609. By 1610 he had sighted the four main moons of Jupiter.

However, the first noted sighting was around 364 BC by a Chinese astronomer called Gan De.
