John Dalton was probably the first to say that matter was made up of atoms with some kind of scientific basis for the statement. He even gave reasonably correct relative weights for several different kinds of atoms. Various philosophers had talked about atoms before, but without any sort of proof or experiments.

No one invented the atoms. They have been in the world since it was made. In fact, the world consists of atoms! However, all the atoms are organized in something we call The Periodic Table, which was made by a man named Dmitrij Mendelejev.

It was not Democritus. In his time the question was posed "can a substance be divided indefinitely ". Democritus said that in his opinion it could not; after a certain point one would arrive at a piece of matter that was atomos (Greek for indivisible). Well, he gave us a word to use later in the event that anyone found out that his opinion was correct, but he never knew if he was right or wrong. In 1803 the English chemist John Dalton was the first to come up with any evidence that there were such things as atoms, and he was able to show some of their properties. Most scientists accepted his theory as correct, although there were some diehards who maintained that it hadn't actually been proved right up until the beginning of the twentieth century. All of today's historians of science would credit Dalton with the discovery.
