Linus Pauling credits T.S. Moore and T.F. Winmill with the first mentioning of the hydrogen bond (1912) in his book, The Nature of the Chemical Bond. That bond wasn't used for water though, but for a different scientific explanation.

However, the more well-known setting, water, was created in 1920 by Latimer and Rodebush, and this is considered a more popular use.
