A priority is being sure the animal in question is being abused and the owner is violating local laws. What some would call abuse it might not be abuse by definition of your local laws on abused animals. Check the animal at different times of the day. If you see a lack of sufficient water, food, and proper shelter of the animal, it might just be ignorance on the owner's part. Your local police station or animal shelter are better experienced to assess the situation and take the appropriate action. If you see out right abuse like beating, kicking, choking or any other violent action against the animal try to document the abuse (video tape or take a picture) and contact your local police station or animal shelter right away. Ring or somehow tell the local authorities responsible for animal protection, such as the RSPCA or SPCA, depending one where one resides.
There are two ways to answer this question:
1. don't abuse them
2. If you know someone who might be abusing, or looks like they are abusing them, contact the RSPCA,they never tell who gave them the phone call or let them know, only if they have to take the person to court.
There isn't really a way to stop animal abuse or an explanation to it, but many animals that are abused go to local shelters and humane societies. I am a volunteer at the humane society and many of the pets there have been through a lot and are scared to death. They only want someone to love them, but there aren't enough people in the world to take care of all the dogs in America alone. Many dogs are euthanized or die on the roads simply because there are too many. The best thing we can do to help out animals is to spay and neuter our pets.
