Go to Rustboro City. There is the Devon building (a tall, brown building to the east of the Rustboro Pokemon Gym). A scientist on the second floor, the one right behind the first scientist you see, or the one first in the second row, will respond to you if you talk to him. Then he'll notice you have a fossil and he'll 'resurrect' it if you say yes. Apparently the machine takes ages to regenerate the fossil so go around town before heading back. Hope this helps!
