If your talking about the people who took the pictures then you would have to ask James Patterson himself. If your talking about which members of the flock they are, then yes, it is Max and Fang, but Maximum Ride is actually her real name, she made it, and the books never reveal what Fang's name is, unless they do in Angel, which I haven't had the time to go to the library and check it out.

Who is Fang in Maximum Ride?
Fang is a character that has been with Max since they were kids and growing up in dog cages. We later find out around the book "The Final Warning" that he is attracted to Max. He leaves Max in "Fang" to start his own gang "Fang's Gang" because Angel says that Fang will be the first to die, and he doesn't want to endanger Max. He then comes back for Max after his love -Maya- (Max's clone) dies, abandoning his gang. In the end of "Nevermore" Max chooses him over Dylan and they "Die" in each other's arms. (If you want to understand the quotation marks around the word die, then read the epilogues of "Nevermore").
