First he hated orochimaru the most because of his relationship with sasuke. Then Nagato afte he destroyed The hidden leaf and killed Jiraiya. Naruto forgives nagato when he brings those he killed in the leaf back to life. Now, he HATES Tobi more than everyone because everything bad that has ever happened to naruto in his life was caused by tobi (especially because of the death of his parents), as Tobi is the Primary Antagonist of the series
