Simple as that. He wants young Hamlet to kill the man who murdered him. Hamlet summarizes the request as "Remember me!" but it's clear that what is meant is a call to vengeance.

He's not in a position to leave it to anyone. Kings in Denmark at that time were chosen by election. That's why he says, "But I do prophesy the election lights on Fortinbras." He then says that he personally recommends him: "He has my dying voice." That's like saying "I think so-and-so will win the election. That's who I'm voting for anyway."

Claudius sends for Rosencrantz and Guildenstern to spy on him, but I think you are referring to his request for Ophelia to speak with Hamlet in the lobby while he and her father, Polonius, hide behind he arras to overhear.
