It depends on the country in which you are living, but in general if there is no will then the estate (the property left by the deceased) is administered by the state (the government). The state will try and find out if the deceased has any living relatives. If these come forward to claim the estate the government will pay out the estate to them, if no relatives emerge the government keeps the estate. The will publish a list of unclaimed estates and there are companies who use this to try and trace any relatives, they will then sign these up for a percentage of the estate for lodging their claim to it.
