Most manuscripts were owned by Church organizations, such as monasteries. They were also owned by schools (not all of which were run by the Church), governments and kings, some members of the nobility, and some rich people. There were a few very ordinary middle class people who owned manuscripts, Margery Kempe, for example, probably owned some.
