Theodoric
The Ostrogoths did not conquer Rome. They left Rome alone and let her self-govern. Zeno, the emperor of the Eastern Roman Empire sent Theodoric the Great, the king of the Ostrogoths, to invade Italy on his behalf in order to depose Odoacer, a usurper who had led a rebellion of Germanic soldiers enlisted in the Roman army in Italy and deposed the last emperor of the Western Roman Empire. The Ostrogoths had settled in the Eastern Roman Empire and had become a powerful political and military force there. When he invaded Italy, Theodoric established the kingdom of the Ostrogoths, which covered Italy and Illyria (the east coast of the Adriatic Sea). Theodoric's intention was not to take over what was left of the Western Roman Empire. He established himself in Ravenna, the capital of the Western Roman Empire. He just wanted land for his people to settle and left the Latin cities alone allowed them to self-govern. He also wanted to re-establish the splendour of the Roman Empire and carried out infrastructure work in Italy.

The Ostrogoths, Visigoths, Franks, and Vandals were all groups of Germanic tribes that played significant roles in the fall of the Western Roman Empire and the formation of medieval Europe. The Ostrogoths settled in Italy, while the Visigoths established a kingdom in what is now Spain and southwestern France. During the decline of the western empire there were Germanic invasions, continued usurpations, and weak leadership. The Western Roman Empire became a puppet of the Eastern Roman Empire. With the fall of the western empire, several kingdoms were set up by the Germanic invaders who took over areas of the western empire: the kingdom of the Vandals in Africa, the kingdom of the Visigoths (Goths of the West) in Spain and Portugal the Frankish kingdom (in most of Gaul and in Belgium, southern Holland, southern Germany and Switzerland), and the Burgundian kingdom in eastern France. The Ostrogoths (Goths of the East) established a kingdom in Italy and much of the former Yugoslavia. The Visigoths took only military control of Italy. They did not interfere with the affairs of Rome and the Latins in Italy, leaving them effectively independent. A war between the Ostrogoths and the empire of the east (the Gothic wars) broke out due to the emperor of the east Justinian I's ambition to recover the lands lost by the empire of the west and make them part of the eastern empire. At the end of this war, which exhausted both parties, the Lombards invaded Italy and established their own kingdom there.

Theodoric the Great, the king of the Ostrogoths, was sent to invade Italy by Zeno I, the Eastern Roman Emperor, to oust the ruler there (Odoacer). He established an Ostrogoth kingdom in Italy, Austria and the former Yugoslavia, but let Rome and the Latins of Italy run their own political and administrative affairs autonomously. He took charge only the military, defence and security. He tried to revive what was left of the Western Roman Empire. The repaired public buildings and aqueducts in Rome and the aqueduct of Trajan in northern Italy.

He was an Arian Christian, a Christian denomination which was around at the time, and refused to convert to Catholicism. This also shows that he did not want to become a Roman.
Rome predates the formation of a united Italy by more than 2000 years. The Kingdom of Italy was established in Sardinia in 1861, and Rome was captured in 1870 to became its capital in 1871. In 1946, the monarchy was abolished and the Italian Republic established.
