It is a bit complicated. Caesar Augustus was originally a man called Gaius Octavius. When he was adopted by Julius Caesar, following Roman naming customs, his name changed to Gaius Julius Caesar Octavianus. He quickly dropped Octavianus from his name and his contemporaries referred to him as Caesar during this period. After the deification of Julius Caesar in 2 BC he added Divi filius to his name, which became Gaius Julius Caesar Divi Filius (Son of the Divine). In 27 BC the senate bestowed titles on him and his name became Imperator Caesar Divi Filius Augustus. Imperator was an honorary title which meant winner in battle and Augustus, which usually translated as venerable. This was more of a religious than a political title.
Historians use the name Octavius for the period before his adoption by Caesar, Octavian for the period up to his becoming emperor and Augustus for when he was emperor.
