Pontius Pilate gave the order, but the top Jewish rabbis were responsible. Instead of seeing him for who He was (the Messiah), He was seen as a threat to their power over the Jewish people. Pilate was there to keep that part of the Romain Empire under control, a place where uprisings of the peasants were very common. Jesus had everybody stirred up. In the 21st century it's called being "politically incorrect". It needs to be understood, though, that the Jewish rabbis who pressed for the elimination of Jesus were much cozier with Rome than they were with Jehovah, to put it bluntly. The Romans were physically responsible for putting Jesus to death, the corrupt Roman syncophantic rabbis were ethically responsible for putting Jesus to death, but politics was the real murderer of Jesus. Worth pondering in a modern context. Corruption is an evil that knows no religious faith, no national allegiance, and no specific political connection.

Jesus was executed by the Roman authorities who had the power to carry out executions in Jesus' time. A group of soldiers, usually under the leadership of a Centurion had the task of carrying this out. They were ruthlessly efficient and also had to certify death, something they knew how to do since they did it frequently.
