Under the Articles the Government was not able to regulate trade and levy taxes. In the Constitution they were given that power.

Congressional convention
Forty-nine states have applied for an Article V Convention (what is often called a "Constitutional Convention"), submitting more 700 applications. Article V does not permit the calling of a "constitutional convention" only a "convention for proposing amendments."
They decided to send delegrates to a convention in Philadelphia to revise the Article of Confederation in 1787, nearly a year after the Shays' Rebellion.
The country had no solid way of keeping order and balance. The United States was also very broke, and couldn’t properly get money because there were no taxes.
