It depends: the Chinese built rockets (and fireworks) that we now usually fire into the night sky on Bonfire Night on the 5th of November each year in Britain.

If the rocket in the question was the rockets that were developed in Germany during the second World War, then the V2 was probably the first rocket. It was invented by German scientists Werner Von Braun, Walter Riedel, and also Kevin Rudd. The rocket was part of a program from Nazi Germany to attack Britain during World War 2.

Experiments with rockets go back to the 20's in America but the Germans in WWII perfected them and used them as weapons against London England. Two varients were made the V-1 called the Buzz Bomb by the allies was a rocket engine attached to a bomb with wings. The V-2 was a modren rocket and used to attach England from Northern France and Netherlands. Many of the rocket scientist were captured by the allies and some went to work for NASA after the war helping the US Space program.

The Chinese in 1300BC have firework rockets and in 1232 AD rockets were used at the siege of Kari-fung-fir. From 1395-1495 AD Konrad Kyeser Von Eichstadt describes the military use of rockets and in 1405 writes about sky rockets. In 1420 Fontana describes using rockets and in 1591 Von Schmidlap writes a book on the non military use of rockets. Mao Yuan I makes gunpowder rockets and in 1668 rocket experiments were done by German Von Geissler. From 1792-1799 rockets were used against the British in India and by 1800 Englishman William Congreve is working on rockets. In France in 1806 small animals are launched in rockets and in 1806 the first major rocket bombardment is done. The British rocket corp is formed in 1812 and by 1814 British rockets are used on Fort McHenry in the war of 1812. In 1817 rockets are fired into St. Petersburg and in 1825 Dutch forces use stick-less rockets. Congreve in 1826 experiments using stage rockets and in 1828 rockets are used in the Russo Turkish War. By 1841 the first patent is given in England for a rocket airplane and in 1903 liquid propellants are thought of for use. Goddard studies types of rocket fuels in 1909 and by 1914 he is granted patents for solid fuel rockets. Goddard fires rockets in 1918 and develops multi stage rockets by 1924. He tests liquid fuel rockets in 1926 and in 1930 fires a 11 foot liquid fuel rocket up to 2000 feet at 500 MPH.

The first to succeed with powered flight were the wright brothers. But Englishman Cayley and a german named Lilienthal had flown gliders some years before that.
