It's trying to be an analogy and failing. "Cat" and "dog" are both nouns, and so is "ice". However, "hot" is an adjective. The relationship between the first pair of words is not the same as that between the second pair of words. "Hot" is the opposite of a quality which "Ice" has. "Lemon is to sweet as Ice is to hot" would be a successful analogy.
