Galileo was the first to use the telescope for astronomical observation.

Galileo based his telescopes on ones he saw Dutch sailers on trading ships using. So you have to go back to the Netherlands to find earlier telescope makers/users. It is likely the Dutch may have adapted the idea from someone else before them.

Hans Lippershey (1570 - September 1619), a German-Dutch lensmaker, is credited with the designs for the first practical working telescope, and though 2 others had working designs around the same time (Jacob Metius & Sacharias Janssen), it was Lippershey that was given the bigger recognition and first employment by the Dutch government to create binocular versions of his device. Lippershey is the one credited with the telescope's invention.

Lippershey's designs also proved to be the ones that Galileo Galilei and other scientists would improve upon, ultimately leading to the telescopes we know today.
