In the symbolic imagery of The Bible, a woman represents a Church and a harlot then represents a false Church. Revelation speaks of a false prophet who will require a 'one-world' religion. But it will be short lived as the '10 horns' or leaders of nations associated with the Beast Power will rise against this man and end his reign:

Revelation 17:16New King James Version (NKJV)

16 And the ten horns which you saw on the beast, these will hate the harlot, make her desolate and naked, eat her flesh and burn her with fire.

At the end of the final war, when Jesus triumphs, He will punish those deserving such at the Judgement:

Revelation 19:2New King James Version (NKJV)

2 For true and righteous are His judgments, because He has judged the great harlot who corrupted the earth with her fornication; and He has avenged on her the blood of His servants shed by her."
