Those with the best chance of survival in a fire are those with a small measure of emergency preparedness. They know where extinguishers are should they elect to suppress a fire, and they know where exits are to get out in case a fire is large enough that they feel it is not something they can stop. These people are wise enough to have done a little bit of planning and thinking before an emergency. That way they know what to do, and will get themselves (and perhaps others) out of a structure if they cannot respond to stop a fire from getting out of their control.
