In a representative democracy in the modern era, power rests with the public, or the group of people who has the right to vote (usually all adults). However, this is not the only possible group throughout space and time, since who can vote has and can be restricted and the method of counting votes to make the representative body varies.
The "power" is held by the people, or more accurately the voters. Once they elect their representatives those elected officials hold the power until the end of their term and must either try to get reelected or step down from office. In some cases the representatives are impeached and must step down during their term in office. But until reelection the people lose most of their "power" unless the majority of the people can work together and let their unified opinion be heard. This rarely happens though a few examples are present in American history, such as the civil rights movement, the civil war, etc. Often times the government will even ignore the unified voice of the people. So the people do hold the power but must work together as one unit to truly use it effectively.
