The power of Congress to make laws and the power of the president to execute laws are closely related. The enumerated power of Congress to legislate and establish laws can be seen as parallel to the broad executive power of the president to enforce and execute those laws. Together, they form a system of checks and balances that allows both branches to have a role in the governance of the country.
Only Congress has the power to pass laws (legislate). The President can veto bills and can make suggestions as to laws he/she would like to see enacted. The power of the President is to enforce the laws that are already enacted. The Judicial Branch can interpret the laws and can declare laws that violate the Constitution as unconstitutional.

The power to interpret laws is defined as judicial power. It is vested in the courts and allows them to interpret and apply the law to specific cases brought before them. Through this power, courts interpret the meaning and intent of statutes and constitutional provisions to resolve disputes and guide future decisions.
