The term "imperium" basically means a command or an order. In the republic, any magistrate who had the right to give an order had imperium. These were praetors and the counsuls and a dictator if there were one.
Magistrates without imperium: Censor, quaestor, curule aedile, plebeian tribune, plebeian aedile, duumviri, decemviri + other minor ones magistrates with imperium: dictator, master of the horse, consul and procunsul, military tribune with consular power, preator and propraetor, Other magistrates who held imperium, but were not regular magistrates: law-making decemviri with consular power, the second triumvirate (triumviri for the constitution of the republic with consular power).

The consuls were the highest ranking officials in the Roman republic. They were elected by the centuriate assembly to serve for one term and inherited imperium from the king. There was always two at any one time. They could call assemblies to meet, make political decisions, and most importantly, raise and command armies.

He more than likely did order a census. In republican Rome a census was taken every five years, or at least it was supposed to be taken. Augustus continued the traditions of the republic as far as possible. If you are referring to the census mentioned in the New Testament, that was not ordered by Augustus himself, but by the governor of Syria, who had imperium, on behalf of the Jewish priests. An official with imperium acted in the name of the emperor--his orders were the same as being issued by the emperor himself.
