Nobody hypnotized everyone, and it is entirely probable that nobody hypnotized anyone. Giving people drugs doesn't usually count as "hypnotizing" and that's what happened to Lysander, Demetrius and Titania. There is a point where Oberon, in order to listen in on Helena and Demetrius, says "I am invisible" and thereafter nobody can see him. Was this a result of hypnosis? Probably not. Puck uses some tricks to disguise himself when appearing to the mechanicals as a horse, hound, hog, bear and fire, and then again when he leads Demetrius and Lysander astray as a disembodied voice. Again, his ability to transform himself would appear to be magic, not hypnosis.
