Executive carries out or inforces the law and the judicial interprets the law.
State Law
The Exectutive Branch makes and enforce the law. The Legislative Branch passes laws but the Executive Branch enforces the laws. The Judicial Branch interprets laws.
State Law
The Federal level is higher than the State Level. The US Constitution wins over any State law deemed unconstitutional.

The Arizona immigration law is basically a state level reflection of Federal law. Arizona passed the law at a state level so they would have authority to enforce the law, since the federal government refuses to enforce it.
Once a bill is passed by the Senate and House of Representatives at the state level, it becomes law when the governor signs it. At the federal level, after being passed by the federal House and Senate, it becomes law when the president signs it.
STATE
It is a clear distinction between traffic enforcement on state highways and other state-level law enforcement functions.
If a state law, the Governor. If federal law, the President.
National law are those laws enacted at a Federal level in our Nation's capitol by our Senate and House of Representatives. State law are those laws enforcible only within the state in which they were enacted and were enacted by State government.
