George Orwell invented Big Brother in his bookNineteen Eighty-Four. In that book Big Brother is the ever-present ruler of Oceania whose image appears everywhere but whose real identity is never known. In modern usage Big Brother describes an authoritarian state or person that uses constant surveillance and spying to monitor the activities the people.
